Troy City School District residents have approved a $131,898,112 budget for the 2023-2024 school year. Three candidates were elected to the Board of Education.
The unofficial results of the budget vote are 421 yes and 59 no. This budget will result in a 0-percent tax levy increase – a figure that is $934,270 below the allowable tax cap of 2.46%. This also marks the third year in a row with a 0-percent tax levy increase, and the eleventh consecutive year the District has presented a budget under the tax cap.
Three candidates were elected to the Board of Education for three-year terms effective July 1, 2023:
Diana Heckman (393), Thomas Mayo (390), and Nathanael Wootten (371)

2023-2024 Budget Newsletter and Budget Notice
Residents will receive the 2023-2024 Budget Newsletter & Budget Notice in the mail in early May,
You are an eligible voter if you are:
- A legal US citizen
- 18 years old
- Live within the Troy City School District boundaries for at least 30 days prior to May 16, 2023.
The School Board election will be held on May 16 to elect three members of the Board of Education as follows: three members to three-year terms commencing on July 1, 2023 and expiring on June 30, 2026. Three candidates receiving the largest number of votes cast will be elected to the three-year terms. Nominating petitions are available to Troy City School District residents who are interested in running for a position. Please contact the BOE office at (518) 328-5070 or email BOE@troycsd.org to request nominating petitions. Nominating petitions must be received by the District Clerk by April 26. Candidate information will be available on April 27.
Applications for Absentee Ballots are available. If you are unable to vote in person on May 16, please request an Application for Absentee Ballot from the BOE Office at 328-5070 or email@example.com. Applications must be received at least 7 days before the election if the ballot is to be mailed to the voter, or 1 day before if the ballot is to be delivered personally to the voter. All absentee ballots must be received by the District Clerk by 5:00 p.m. on May 16, the day of the vote.

Voting will take place at the following Board approved polling locations. Please note that if you previously voted at School 18, you will be voting at the Brunswick No. 1 Fire House on May 16.
To maximize the use of these funds, the District worked to develop a conservative and strategic plan consisting of one-time costs that will provide the largest benefit to the District.
The Small City Capital Outlay Project included in the proposed 2023-2024 budget will allow the District to do just that. With this project, we will be able to address some immediate needs throughout the district, all with no tax impact.
There is a short window of opportunity to use this project – they are only available for small city school districts that would otherwise exceed 95% of their constitutional debt limit, and the project must be paid for with cash rather than taking on debt. With the overlap in federal and state funding in 2023-2024, we are in a position to take advantage of this opportunity with no impact to our operating budget or tax levy.
In addition, the District will receive all State Aid on this project back in the following year. With a state aid ratio of 91.9%, not only will this project be completed with no tax impact, the District will be able to complete many much-needed repairs at very little cost.
This project is limited in scope by design and would address the dire need for elevator repairs in several buildings, upgrades to lighting, water service and boiler replacements. In addition, this project would allow us to replace the worn turf skin on the football field, and add turf to the varsity baseball and softball fields, alleviating significant drainage issues that have left these surfaces largely unusable for several years. These fields have previously been repaired numerous times without building aid.
The elevators at Troy High School, School 12, School 14, Carroll Hill, and School 2 are at or beyond their useful life and would be replaced, enabling much easier access to the building for all. Lighting, water service and heating equipment replacements are also needed in numerous buildings.
The Troy High football field has seen heavy usage over the last 15 years, and a reskin is needed to ensure it will remain a playable surface for our student-athletes for many years to come. The varsity baseball field has only had a handful of games played on the natural grass field since 2020. Replacing the natural grass with turf will allow more flexibility in how the fields are utilized while providing a top-notch playing surface for practices and sports throughout the year.
