About the vote

Troy City School District residents will vote on December 3, 2024 on the proposition listed below. Polls will be open from 7:30 a.m. – 8:00 p.m.

In 2019, voters approved a $56 million capital project to complete renovations in several buildings throughout the district. As we near completion of that project, the final phase of the work involves the Troy High School technology wing.

When we began planning this project, we expected to renovate the tech wing. However, it soon became clear a renovation was not the best or most efficient option for this work. We requested and received approval from the New York State Education Department to demolish the current tech wing and construct a new addition to THS rather than renovate the current space.

Now, we are asking voters to approve a new proposition, which reflects the change in the wording of the project to say “demolish” and “construct” rather than “renovate.”

No new funding is needed – the funds were approved with the 2019 vote. This vote is only to approve the new language.

The proposition on the ballot will read:

SHALL the supplemental bond resolution adopted by the Board of Education on October 16, 2024 amending the description of the capital project approved by the voters on December 3, 2019, to (A) remove the renovation of the Technology Wing of the Troy High School and (B) add (1) the demolition of the existing Technology Wing and (B) the construction of an addition to the Troy High School to house a new Technology Wing and related site work, with no increase in the maximum estimated cost or the amount of obligations to be issued, be approved?

Frequently Asked Questions

Why is this vote needed?
Because the scope of work has changed (going from renovation to demolition and construction), NYSED requires voters to approve a new proposition that reflects the new scope of work.

Why isn’t this included with the budget vote in May?
Receiving voter approval now allows the work to begin in July 2025, with a targeted completion date of September 2026. If the vote was held in May, the new wing likely wouldn’t be complete until September 2027. We want to make this new space available for our students as soon as possible.

Will this impact my taxes?
No. There is no new funding associated with this vote. All you will vote on is the new language contained in the proposition. Voters approved the funding in December 2019.

Why can’t the technology wing be renovated?
The extensive work needed to renovate the technology wing proved to be too complex and expensive given its current condition. By constructing a new wing and then demolishing the old one, students can remain in the current space until the new one is ready. This approach also allows for additional separation between students/classrooms and the construction zone during the school year.

Will the district still receive aid back on the project?
Yes! The district’s aid ratio is approximately 90%, so for every $100 dollars the district spends on the project, we receive approximately $90 back from New York state.

Absentee Ballot/Early Mail Ballot Requests

Early mail ballots and absentee ballots may be applied for at the office of the District Clerk from 8:00 a.m. until 4:00 p.m. Applications for early mail ballots or absentee ballots must be received by the District Clerk at least seven days prior to the vote if the ballot is to be mailed to the voter, or on or prior to December 2, 2024, if the ballot is to be delivered personally to the voter. Absentee and early mail ballots must be received by the District Clerk not later than 5:00 p.m. on Tuesday, December 3, 2024.

Military Voters Registration Requests

Military voters who are not currently registered may apply to register as a qualified voter of the Enlarged City School District of Troy by requesting and returning a registration application to the District Clerk in person, by mail to 475 First Street, Troy NY 12180 or by email to BOE@troycsd.org. The request for the registration application may include the military voter’s preference for receipt of the registration application by either mail, fax or email. Military voter registration application forms must be received in the office of the District Clerk no later than 5:00 p.m. on November 18, 2024.

Military Voters Ballot Requests

Military voters who are qualified voters may request an application for a military ballot from the District Clerk by mail to the Office of the District Clerk, 475 First Street, Troy NY 12180, or by email to the District Clerk at BOE@troycsd.org. In such request, the military voter may indicate their preference for receiving the application by mail, fax or email. A military voter must return the original military ballot application by mail or in person to the office of the District Clerk at 475 First Street, Troy NY 12180. In order for a military voter to be issued a military ballot, a valid military ballot application must be received in the office of the District Clerk no later than 5:00 p.m. on November 18, 2024. Military voter’s original military ballot must be returned by mail or in person to the office of the District Clerk. Military ballots shall be canvassed if they are received by the District Clerk before the close of polls on December 3, 2024.

Voter Eligibility

You are an eligible voter if you are:

  • A legal US citizen
  • 18 years old
  • Resides within the Troy City School District boundaries for at least 30 days prior to December 3, 2024.

If you are not registered with Rensselaer County and wish to vote on December 3, 2024, you will need to come to Personal Registration on November 18, 2024 to register to vote for the school district.

Personal Voter Registration Day will be held on Monday, November 18, 2024 at School 12 (475 First Street) from Noon to 4:00 p.m.
