Accountability

The New York State Education Department (NYSED) is required to annually review the performance of each school district in New York State, as well as every school within those districts.  That review results in each school receiving one of the following accountability designations:  Local Support and Improvement (LSI); Targeted Support and Improvement (TSI) or Comprehensive Support and Improvement (CSI).  These designations are based on the results of the NYS Grades 3-8 assessments in English Language Arts and Mathematics, as well as high school graduation rates.  A Comprehensive Support & Improvement (CSI) designation is the result of overall school performance.  A Targeted Support & Improvement (TSI) designation reflects the performance of one or more subgroups.

NYSED also designates School Districts as either Local Support and Improvement Districts or Target Districts.  Any district who has a school identified as TSI or CSI is automatically designated a Target District.

Our accountability designations for the 2023-2024 school year are as follows:

TROY CITY SD TD
PS 2 LSI
PS 14 LSI
PS 16 LSI
PS 18 TSI
CARROLL HILL SCHOOL TSI
TROY MIDDLE SCHOOL LSI
TROY HIGH SCHOOL LSI

We are pleased to report that School 2 is slated to be removed from Receivership status at the end of this school year, and is now designated as an LSI school.  This is the result of significant academic improvement due to the hard work of all stakeholders involved, including administration, faculty, staff, parents, community partners and students.

Carroll Hill School and School 18 have been identified as TSI schools. Both schools have building leadership teams who have put new goals in place intended to increase overall performance and provide stronger support to their identified subgroup.  Each school will also create a School Comprehensive Education Plan (SCEP) that will help guide their improvement plans.  Because we have TSI schools, Troy is designated as a Target District.

As was presented at the January 3, 2024 Board of Education meeting, we are extremely proud of the work going on in all of our schools.  We have continued our path of sustained, consistent improvement; once again increasing the overall district-wide performance in both ELA (+6.7%) and Math (11%).  In addition, every school in the district showed building-wide improvement in both ELA and Math on the State assessments this past school year.

We look forward to working with all stakeholders to continue the trend of  increased academic achievement in each school and to ensure that all students in Troy reach their full potential.  We encourage you to contact your School Principal for additional information about this designation or to find out how you can become involved in our school improvement efforts.

Sincerely,

John Carmello
Superintendent of Schools
